It is an artificial rate — it is pegged. They adjust the peg to keep up appearances. Left alone the peso would be at 18-20 to the dollar, as it is at the borders.

The peso was pegged to dollar in the 90's to stop it losing value. Today it is pegged at 9.5 pesos to the dollar to stop it devaluing to the blue or beyond — seems quite similar to me.
