You do not need residency in Chile to buy a car. You just get the Chilean tax ID (RUT) with your passport and you are ready to buy and register your car.

Don't let your precaria expire. You need to go back to the migraciones office and extend the precaria before it expires if you have not received your DNI, yet. From what I understand they just give you the new precaria with another 90 days. There is also a new link on the migraciones website...

What? If you have an Italian EU passport check around page 6 ... there should be the translations for all the other official languages in the EU incl. Spanish. That is probably why you did not need to get your passport translated.

Try Banco de la Nación. They will most likely open an account for you (savings with debit card). Also probably the cheapest savings account in Argentina.
