You might want to relocate your business, then. You can take KFC out of the Casa Rosada, but you cannot take bribes out of a Latin system.

That may be true in Argentina but my dealings in Uruguay so far have been nothing but short of solid and straight forward with no BS. So lets not put all of Latin America in the same boat.

Chinese stuff is coming in via Chinese mafias / syndicates. You better believe they are paying top whack to the boys down at aduana to look the other way. I spoke to a guy a couple of years ago running a clothes business. He was making regular "deliveries" down to the boys at the port to make sure his loot got through.
