I think the key is to make it seem as though it is their idea. Don't tell them what to do, just suggest how it is done where you come from. Also, identifying "forward thinking Argies" to spread the message seems to be effective.
Not to be a buzz kill, but you may not be as close as you think to residency visa. In our experience, presenting everything translates into a precario, not a visa, while they review everything. I am sure others can chime in.
Well something really important to consider is the way to assist. We have found many Argies don't want to here how to do things from gringos. Here in Bariloche, we have found a few "forward thinking Argentines" that pass the message on.

We have begun a grassroots campaign to educate about litter and recycling. Seems that is begins with the youth. Giving people tools (empowering them) to succeed would be a great first step.

I have to agree with Katti. I think many dining and most services are very well priced. Our maid is 18 pesos an hour, our massage therapist 50 pesos an hour, health insurance US$150/month for full coverage and no deductible, car insurance US$40/month, etc.
I mean when the ATM fee was reversed the following day, my 600 peso (to answer Ghost's question) withdrawal translated to US$157.07, which is 3.82 pesos to the dollar.
