    I have no personal experience but I would assume the same applies to Euros. A tourist told me they could only change pesos back to Euros at Ezeiza if they could show the receipt of having changed Euros to pesos to begin with. It's hearsay so for what it's worth...

I told them I could only open an account once I had a DNI and they just made me sign a piece of paper saying that I would open a bank account before renewing my residency. Not sure about the implications...
