My SS benefit letter is obtained by just going to my SS web site then printing the income letter.

Can I leave the country without paying this fee and just pay later (when I come back, or online at some point after I leave and before I come back)?
 
I have been living in Buenos Aires on a tourist visa since January, but I have an NGO that is willing to sponsor me on a work visa. What are the steps to applying for that visa? Does the NGO have to agree to pay me a certain amount or can they agree to pay me as a consultant on intermittent projects? The other option is that I could apply for a student visa if that is an easier process (but can I technically be paid for work I do here on a student visa)? Thank you very much for your help!
