Watering porters and queues... Porteños work in mysterious ways, don't they... work? :rolleyes:
 
The bills problem: the printers broke and a big amount were semi destroyed, so there are no replacements, add inflation to that ( ie, you need more bills to pay for the same stuff ) and you can now understand why there is such shortage.

As for coins, currently the metals they are made of are worth more than their nominal value, again this is due to inflation, so some " companies " basically store large quantities to sell them as metal ( which is serious federal crime... but then again this is Argentina )

Watering the pavement: not a big mistery, they do this to remove dog s..t ;)

Since I was a kid I saw them do it for no other reason than wasting water.
