So let me update my expat references a few decades after Prohibition and another group of expats in Europe:

In past years expats were always people who had got a transfer with the company they worked for to another country, or was a consultant who had a contract in a country not their own, or someone who just went to live somewhere different but with no need to actually work there (they had money)... Especially places like hong kong, singapore and african countries..

But now its used all the time for anyone living in another country..
