I just did the calculation for me personally, and it is almost that — an increase of 18.5% dollar-wise, 2012-2014.

That's what i thought. The rent did not go up by much in terms of dollar because of the smaller demand. Especially for expat, many have left.
However, the food and other items went up in term of dollar because demand is even more.
Once things are cheaper and city is safer, expat (biz people) will return, that might drive up the rental prices,
