Argentine Pampas Turning Into Sand

I drove around the Pampas a bit last summer, for about a week- and I saw about an equal distribution of sunflowers, soybeans, corn, and grasses for pasturing cows. I am extremely dubious that they are not rotating those crops- I saw a lot of estancias that had all 4 on the same farm, and there is no reason to think they arent rotating.
I saw an awful lot of the corn that they arent growing, according to this expert.
