Arrival at EZE Tax?

In regards to the arrival tax, I have a question:

I hold two passports. One from Spain, the other from the United States. I have been told that it would be more beneficial to use my Spain passport while in Argentina as opposed to my US one, because, for instance, entering as a Spaniard, I will be excempt from paying the arrival tax entering EZE using the Spain passport. Is this correct?

Also, how much can I expect to pay for a cab ride from EZE to the Recoleta district? My prospective landlord has offered me her friend's car hire service for $30 USD, and I am considering this as I will be arriving with quite a bit of luggage, the convenience of having someone waiting to pick me up as opposed to flagging down a cab, etc, but is this significantly higher than I would pay a cab or another car hire service?

Yes, use the spanish passport.

30 dollars is a resonable fare to recoleta. Most of the taxis are about the same price.
 
Yesterday, a remise hired for a round trip from Villa Devoto to Ezeiza charged AR$120 plus AR$28 per hour waiting time so I would say that if you are the kind of person who would take a cab from the airport anyway (airport shuttle bus is AR$50, regular service colectivo no 8 is AR$2(I think)) then your landlord's taxi price is in the right ballpark and you won't have any hassle with directions, negotiations etc. Go for it.

There's no arrival fee for EU citizens.
