ATM withdrawals and AFIP

What about frequent western union withdrawals? Does the government track those ? What do the Western Union workers see on their screens when you give them your passport?
I don't know specifically, but my understanding is that WU has a banking license here, and that would come with requirements to report transactions over a certain amount to AFIP (or what was AFIP, now ARCA?).

And, @redlobster, trawling through transactions is really very easy if AFIP have enough cloud computing power (and I assume they do, they can always filter by the amounts until they arrive at a manageable compute power and set of potential victims).
I'm reasonably familiar with what modern computers can do. I question whether it's practical to match people by name alone. If someone with the same first and last name comes to the country for a vacation and makes some ATM withdrawals, does that put you in trouble?

Hypothetically if a permanent resident were to be "off the books", e.g. manejando solo con efectivo,...

Why?....Why are we still talking about this? Under Alberto the AFIP Monotributo category thresholds were so low that you practically had no choice but to live partially en negro to avoid surpassing Category H and paying IVA on your declared gross income. Today, the limits are much higher ($68,000 USD annually per person) that it's simply not necessary anymore to do this. You will pay more in transaction fees and lost time trying to move around cash than you will just paying Category A taxes and living with the dignity of having a bank account/debit card/mercado pago/etc.

This I need to do urgently 😀
