Mr Porto, I did not show any utility bill. Just passport, proof of income/employment. ( My passport also has my national address from where it was issued). I was in and out of bank in 15 minutes flat with a debit card in hand and internet banking activated.
 
Proof of residence can be a temporary apartment you just rented.
Referrals still are the norm. Banco Comercial (Deutsches Bank Americas) sucks, but is easiest to open an account.
 
Temporary rent in Uruguay what I meant, or the address of the person who's referring you.

I wouldn't abuse this system and only ask for a referral from a real friend, biz partner or family. Uruguay's Banking system is constantly on the verge of being considered an offshore haven, but it's still on the clear.
As Antoine was saying it's easier for Europeans, Americans (US, not Canada) already years ago had to comply with some extra requirements...
 
They don't tell you the following, but you are allowed some time to produce utility bills, and unlike American banks, once the account is open, they wont close it if you fail to present the documentation.

I suppose it's not necessary to clarify that these are just my observations, and that I don't speak for Banco Comercial.

neither did I and my proof of income consisted of my initial meager deposit.
once it's open you're in, it's a loophole.

Sorry for the obvious comment: it's better to open in Montevideo an account with a bank that also has a branch in Colonia (at least it's better to do round trips just to get greenbacks)
 
AH,don't have an income in argentina,just a few quids from a rental that is paid in cash,I pay taxes on it,so don't have that piece of evidence.Out of interest,I am not after greenbacks trying to get rid of a few,which banks have branches in Monte/Colon.Intersting
