Bills of Apartment, Aysa is much higher than others

is it normal that Aysa bill is 5 times of electricity and water? no DNI, been paying through Pago Facil shops, got confused. thought all bills were paid, now received a new Aysa bill after a week paying previous bill. Is there a way to make them all organized?
 
Aysa bill is based on the zip code, the square meters of the unit and other information. Many years ago I contacted Aysa and the officier explained the criteria.
