It's not 100% confirmed yet and there's plenty of restrictions, but it's a first step towards borders reopening for everyone. In a nutshell:

• Only tourists from bordering countries would be allowed (Uruguay, Paraguay, Chile, Bolivia and Brazil).
• They would only be allowed to go to Buenos Aires.
• The maximum stay would be limited to 10 days.
• No quarantine required - a negative PCR test would be required instead.

According to the article, the plan is being "finalized" and the government hopes to roll it out by early November.

Frankly, I don't understand the border restrictions. Would have made sense in February, but now the virus is everywhere. It's like padlocking the barn after the horse is gone.

I would normally assume that, but Argentina.
