There is a video on Facebook of a street life in San Francisco in 1906*.
*four days before the Great California Earthquake of April 18th 1906.
OK, so it's not Buenos Aires, but most likely it is not very different. Perhaps SF had a few more cars, but the unlined street is filled with:
-Pedestrians
-Trams (cable cars)
-Automobiles
-Bicyclists
-People on horse back
-Horse drawn carts
The "rule of the road" appears to be "Try Not To Get Hit".
In Argentina the slogan might have been "Quilombo Para Todos!"
