I have not used an ATM to withdraw cash form my Santander Rio account in about four years, so my answer is YES!

Interesting, definitely a welcome option that never occurred to me to get around these very aggravating and disabling situations:
the ATMs at other banks than your own tell you you've exceeded your daily limit and won't give out any more cash
or when your own bank's ATM machines are inaccessible after hours because the ATM entry doors are locked and won't open with a card swipe.
