So, naturalization and citizenship laws are the responsibility of the Congress (the legislature) according to article 75, section 12, and according to article 99, section 3, the President can't "emit provisions of a legislative character". The question I have now though, is who will declare the DNU null - the Supreme Court?

Wrong. Only one spy, Ludwig Gisch, obtained citizenship through the “opción” process in 2012. The female spy was born in Greece to an Austrian father and Mexican mother. She later had a daughter in Argentina and applied for naturalization as a Mexican citizen at Federal Court 11 (case CCF 007257/2013) and was granted her citizenship card in February 2015.

There was nothing preventing her from acquiring citizenship by applying at the Federal Court.
 
The government has now published the tender requirements for firms that are bidding to help develop and oversee the CBI program

Seems the govt is targeting at least 100 applications per year, and up to around 5000 total under the citizenship by investment program. No word on the type or amount of investments that are acceptable yet. Program is aiming to go live later in 2026

This is something you can do today at Federal Courts. Henley & Partners is behind this public tender.
