Local tour organizers - but climbing?!? in Tandil!?! - do you mean the rocking stone, the statue of Juan Fugl or staircases?

The lowish mountains around Tandil are so gentle that, probably, no guide is needed.

I heard there was some rock climbing there and somewhere that rents or organizes mountainbiking but can't find any more info on it

True, it must be 7 or 8 years since I last was in Tandil - still, if I want to climb in Argentina, I would choose somewhere in the Andes.
