cost of living in surrounding cities of BA

Michael, I would hardly say Villa Urquiza is like Queens. And this is coming from a native (born and raised in New York City) New Yorker. Some of the same restaurants that are in the center and Palermo such as Plaza del Carmen, Kentucky Pizzeria, Havanna, The Coffee Store, Bonafide, Placeres Patagonicos, etc. are right here in Villa Urquiza. The subte will have you in microcentro in a total of 15 minutes. There are many wide avenues such as Olazábal, Triunvirato, Los Incas, Congreso, etc. and most of them have large apartment buildings lining them. In terms of nice it is one of the fastest growing neighborhoods in the whole city! Also, you are only about 10 blocks from Belgrano, and the last time I took a taxi from Triunvirato & Olazábal to Plaza Italia it cost $15 pesos. There are tons of bus lines anyway as well as trains to retiro. In terms of english speaking, well that is a challenge but I would say for people who want to learn spanish for REAL, this is the place since there are few english speakers. I love it that way! Hardly looks like Queens to me! To me Queens would be more like (depending on which neighborhood in Queens of course) Forest Hills would be like Olivos or Vicente López, Hollis / Jamaica would be San Fernando, hope this gives you an idea.
