You seem to be conflating several different things:
1) Your immigration requirements as a tourist
2) Accessing cash as a tourist
3) Reporting taxes as a resident
If you are a tourist passing through Aduana you must delcare amounts over $10,000.
If you are a tourist, you can receive cash via WU using your US Passport without a tax obligation because you are not a tax resident.
If you are a tax resident, you need to belong to a tax regimen to declare the source of your earnings.
The rules for all the above are pretty straight forward.
What you probably should be asking is...does being a "permatourist" affect my eligibility for residency?
At what point does my tourist status become a tax resident status?
What would my taxes look like as a tax resident?
