Brazilian consulate in Cordoba (not snotty here) said an unequivocal "yes" for us as US Citizens. The only plus...The fee was at official exchange (at least at the time). so we received substantial discount. Can you post the info from the Brazilian Embassy? Curious how it reads now.

Official exchange rate was how I paid for my new US passport... in pesos argentinos in Palermo.

Technically, it never did. Chile also had a retaliation fee, but then was accepted into US Visa Waiver Program and eliminated it. Canadians, Aussies, Mexicans, and Albanians sfill pay, but I believe Canada will soon be off the list.
