They should just take 3 zero’s off the end of the peso and then everything is 1000 times cheaper.

No, as the guy explains, in fact, the economy is already massively dollarized. Just taking off capital controls and allowing people to pay taxes, etc. in dollars will be a hugely important change that will majorly improve the operation of the economy.
