Is BA cheap or not... depends on what you're like. For clothes, electronics, anything imported, then forget it, bring it with you. For day to day stuff, it can still be an incredibly cheap city. A bus ride will cost ~40 cents. In my case I can walk to work , and I know of others that do too.
Food is where it can vary wildly. There are springing up a new style of "Serve yourself" chinese restaurants where you pay by the weight of the container. Today I had a nice helping of schnitzel, fried rice, sweet and sour chicken that came out at ~ 3 dollars.
On the other hand, go to a restaurant vaguely touristic or with a view and you can pay that much just for the privilege of sitting at their tables.
Anyway, good luck whichever way you decide
