Bribes paid with tax payer's money.
The institution with the monopoly in law enforcement and regulation is the biggest criminal of them all.
 
The same one that will NOT investigate itself and its dealing with FIFA.....

So, whom else would you choose to investigate the soccer scammers? What dealings did the Justice Department have with the soccer scammers (other than raiding their hotels)?

If the government was out of the "World cup business " all together, there would be nothing to investigate. Your line of logic seems to be: Who else will investigate the crimes that the only the government itself can commit?

Wanna have a world cup in your country? Let the business and FIFA pay for it. If a local chain of hotels is bribing FIFA to bring the world cup to their country, that is their business, with their money. No government should have anything to do with World Cup, Olympics and the like.

So, the soccer scammers should be free to do whatever they want, then? I prefer to have an autonomous judicial authority investigate them (admittedly, something that Argentina will never have).

In reality, I prefer not to have a so-called "World Cup" anywhere I live or travel. And though I agree with you that governments should not subsidize professional sports, that does not mean the soccer scammers should have carte blanche to do whatever they want.

If there is no government involved, who is the "victim" in the crime? What is the crime? Who would be scammed? In this entire story, the only victim is the tax payer. And who screwed the tax payer? The government. Remove the government from the equation and you are left with no victim and no crime.

There will certainly still be corruption, one would assume the governing body of a world sports event is supposed to have fairer (or at least more above-board) criteria in its dealings than being paid by a hotel chain (again, especially when said payment is under the table). But there would be no (or not nearly as much) misuse of public funds.
