What would actually work is a government that didn't steal from its people in the name of the common good, stop forcing such horrible labor laws down the throats of business, quit taxing so hard on exports, lift import/export restrictions, enforce laws on the books, make things fair for both the rich and the poor legally...actually the list goes on and on.
When people have opportunities for decent work at decent wages and the security in which to invest to create jobs, funny things happen. Economies grow, the level of poverty decreases and more people have more things.
