You might consider that meetings friends is more of an attitude than a place to be. I make friends everywhere. It's not easy, I usually need to be the first to say "Hello." But, if I were out to make new friends I'd go hang out where people of my similar age hang out. For me, that would be Starbucks, bookstores, and upper scale resturaunts. I take a book with me, get a table, and strike up a conversation with someone at the next table.

i dont know too much about the night club scene either but there are tons of activites to do in buenos aires. sometimes people organise meet ups on this forum as well. type in the word friends in the search box and see what comes up. maybe send those people a PM and invite them for a coffee?
there is an english speaking newspaper called the Argentine Independant and they usually have an events section.

Sivan nailed it. If you organize an expat event you will meet other expats and might develop friendships with some of them. I did that when I lived in CF and remain in contact with a few individuals I met at the expat lunches I sponsored.

Just be prepared to deal with the likelyhood that most of those you meet will not stay in BA very long.
