I believe that only applies to Argentine citizens.

PS: Even foreigners with legal residency and the DNI can be deported (after serving half of their sentence in an Argentine prison) if they are convicted of a serious crime.

Convictions of lesser crimes can result in probation which then may be followed by deportation.

No, you didn't miss it. Basically, what was said is that for one to use public services, they should be a contributing taxpayer to the state in this paragraph:

True one must be a qualified local Taxpayer to use Public hospitals or other Public services.....

I don't understand this selective racism? Venezuelan refugees ( some of them dark skinned) arriving without money and competing for local jobs and treatment in public hospitals..OK? and rest .not OK? what exactly is good for them and not good for them?

I don;t understand why is the govt so desperate about immigration rather than trying to solve the more serious issues the country is facing.

Because that is the oldest political trick in the book when your administration has been proven to be completely ineffective and inept? Immigrants using public services has to be one of the least critical issues facing Argentina right now. But when your administration is completely incapable of tackling anything else, you tackle this. Demagoguery at its best. Argentina's political class is rotten to the core, both the left and the right.

Perhaps I should ask if the "plan" will facilitate the arrest and deportation of foreigners, that is, if the DNU 70/2017 was only declared unconstitutional regarding citizenship and foreigners whose visa status is irregular/and or have a criminal record are still subject to it.
