Does anyone know about getting a civil union if you live with your Argentine partner but don't want to get married? And then being able to get a DNI / temp / perm residency here?

Are you referring to the certificado de convivencia? As I understand it, that does not grant you any right to residency. The law is fairly explicit that residency is granted with "actas/partidas de matrimonio" of an Argentine perm resident/citizen but there is no mention of civil unions, unfortunately.

I assume you are from a non-Mercosur country. Take a look here for all the different ways you can get be eligible for residency:

Certificado do convivencia really is only of help for things like health insurance (with it you can qualify for family plans, etc). The process of getting it depends on where you live. Doesn't qualify you for residency though, that's just marriage. Or you can have a baby here. Both get you perm residency immediately. Of course lots of other ways that aren't quite as life changing ;)
