Not the same yet. People can't move or work freely as it there were no borders. People can still only stay a maximum of 90 days in the country without a VISA and they can't be legally employed.

However, Brazil does not discriminate in terms of social services. Anyone, from anywhere, legal or not, has access to any and all public social services.
