Well, any town of significant size will be polluted per se, even Geneva is.

In Argentina, likely towns surrounded by nature are less polluted : Mendoza, Cordoba, ...

I don't know when you spent those 10 years in LA but I can tell you that there is no way in hell that Buenos Aires is less polluted than present day LA. Air quality in LA has improved a lot since the 1990s. I can't remember the last time there was a "smog alert" in the city. And cars and buses are subjected to smog checks every year, as it is a requisite to obtaining car tags. Many buses have also switched to clean energy.

As a person who has to walk around and take colectivos to traverse the city, Buenos Aires is a very polluted city (at least in terms of air quality) and one of its biggest turn offs for me. I challenge you to walk through the streets of LA and see if you are choked to death by black clouds of diesel and whatever the hell else the colectivos use to be as loud and obnoxious as possible.
