How will the police and military handle the quarantine here

I predict Big Al will push through significant financial assistance, both to the Argentine citizenry and to the business community. There are two main ways to produce large assistance packages - via borrowing, like in the US. Or via the printing press, like in Argentina. The financial aid package will be hugely inflationary in Argentina, but an increase in inflation is better than widespread starvation.

All bets are off vis-a-vis debt negotiation. That won't get done until 2021 now.

How many people will they put in "jail" ...when millions become unemployed and the money to buy basic groceries runs out?

Already , MANY countries (including USA) are releasing their prisoners or stopping arrests of criminals for other offenses (than breaking the quarantine)!

The production of food didn’t stop. They are giving more food stamps, and they can give more. A lot more. we produce food for about 400 million people. This is our advantage.
The supply law allows military to take control of industries, markets, etc. If they fail for any reason in the food supply.
This emergency laws as soon as are derogated, the criminal cases died with them, this is why the President is using the criminal code, to avoid this.
 
Regarding the topic, the FAA already sent an Hercules with Pruvians and they are going to bring Argentines back.
