I'll lay out the scenario first, and then I'll share what my idea is.

I have a quantity of pesos and I want to change them to dollars.

Since I cannot buy dollars here, I'll be going to Montevideo.

I did some research via an Uruguayan casa de cambio and the crazy thing I saw was that they exchange the ARS to dollars at the Blue rate of over $9 ARS per dollar.

Then I thought, what if I buy pesos Uruguayos here with my ARS, and then exchange those in Montevideo for dollars. The rate of exchange at this casa de cambio between pesos Uruguayos and dollars was the standard rate.

With the Euro it's the same situation--no Blue rates for changing them to dollars in Uruguay.

Do any of you have any experience in trying to change paper money to dollars in Uruguay, regardless of the nationality? Is there a limit that a casa de cambio exchanges?
I've read many things here about getting dollars from ATMs / credit cards, but not this exactly.

Any advice or help would be great. Thanks in advance.

You must buy Uruguayan Pesos in a cueva here at black market rates .... ??? Save time and buy dollars here at $7.90 or buy them there at $9.0 . Believe it there are no loopholes...!

Seriously? Is there no currency I can buy at the int'l market rates? Or is there any other country around that doesn't jack with the Blue rate for the dollar?

The restrictions are on buying foreign currency, not on buying dollars. If you want the official rate for any currency you need the AFIPs permission. The best price for buying dollars with ARS is Buenos Aires.

Ok, the ARS originate from here and I have documentation for everything.

What kind of criteria do AFIP need for me to do this? It seems like everyone wants to avoid AFIP's grasp, but if the money is legit, whats the problem? Do they want a percentage?

One of the ways is to pay abroad with an ARG Credit Card at $6,40.

Or give your relatives abroad your CC number and have them purchase online supermarket etc. etc. and they will reimburse the dollars to your acct abroad

The other thing is about the restriction...

What kind of idiots are these that slap other MERCOSUR countries in the face with currency restrictions? Seems like Cristina needs a "Manuel Noriega-style" vacation to Miami.

AFIP will sell you only US$50 at official rate to travel to neighboring countries.

Thank you for your answers and time. I'm really tired of this system here. It's Nestor's fault.

Dónde está la revolución cuando lo necesitamos?

There are a few ways to do it still. You have to do your own research. Check out ewallets for instance. There are other ways 2
