My neighbours balcony is leaking and the contruction worker have come to my balcony to remove some of the ceiling. Does anyone know whos accident insurance would cover the workers no my balcony?

The workers should have their own insurance. It's required for them to enter barrios, and I would expect any serious building administration to require it as well before allowing them in.

if you are in a building, it is the building management who pay these workers and they must have insurance. Balconies are common areas of exclusive use, so it is their responsibility.
 
Woke up this morning and my water was switched off with no communication - how should building works or water repairs be communicated to renters. The portero is very secretive and the owner is also not very engaged he may not know himself - someone needs to pay people in the end and sign off work that is necessary - does every owner have to agree to the work prior to the builidng management commencing e.g. water leaks or planned pipe work

not at all. All building rules state that owners must let workers in when something affecting another unit or common area. Usually the super as a courtesy will let you know they will be shutting down the water, etc. If it is something major that will take more than a day the building managers will send out a note or similar.
 
Suggest watching the 3 Series of El Encargado on Flow. It's a before and after, May change your life.
I didn't know it was on Flow, I think we saw the first two seasons on Prime. I'll have to ask the boss, though, I'm just the encargado :)

I stand corrected it's on Prime only the Third Season is out and the IV Season is supposed to come out in October?
