I need to get back to you on this, and correct myself... it's not just emergency coverage. Arranged through some affiliate of OSDE called Universal Assistance, and can be set up on their website. More details to come.

Anyone actually investigated getting OSDE or Italian Hospital ins coverage without a DNI??

OSDE Plans look amazing, and price is quite reasonable by NA standards.
Have glowing reports on their coverage from docs here at >/= 450 level, which the docs said covers all Italian Hosp expenses.
And they doubted pre-existing condition issues.

For the pronto despacho process (to speed up getting the DNI .. which didn't work), I tried to apply for OSDE's service. As I recall their website explicitly offered the option of not using a DNI but a passport, but when I spoke to the reps at the office in town in person, they told me that it just isn't possible. You can't get a plan without a DNI.

Quite typical in my experience, I've several times found that services are flat out unavailable if you don't have DNI, even when they claim otherwise.

As always, the conversation revolves around those of insurable age. Over 70's are required to have insurance like everyone else and it is practically non-existent, and exorbitant to boot. The British hospital wanted $200 to screen and consider us, and 2k a month for insurance. Italian wanted $40 to set us up with a doctor outside the hospital and about a thou monthly to insure. Some folks have taken catastrophic plans that cover specific diseases, sold at the bank. If Argentina is serious about requiring insurance, pushing insurers to provide more plans may be in order.

This is a new topic for me, as I approach retirement, I will either have to convert to a cobra through my us health insurance, which I doubt will have very good benefits here in Argentina, or spool up on this topic. Please excuse my ignorance on the topic, but reading through this and other threads here I see Swiss, Aleman, British, and other international sounding options, I am of course curious which is best... so, who here likes their insurance, and which is it? ps, although I don't currently have one, I've got a DNI in process.
pps, I live out in the sticks in Cordoba State, outside of Villa General Belgrano, so, don't know if this matters or is a thing, but a regional insurance based around Buenos Aires may not be my best fit.

The only input I have in response to your query, is that Swiss Medical is a domestic health insurance plan. As far as I know it is not linked to any international service. It is accepted throughout the country. In some cities they do run their own clinics, though not mandatory to visit only those places. I have been happy enough with this for 15+ years
