Just arrived: Cash, tips, and ATM woes

10% was the American standard back in 10 years ago, I only tipping like 2k pesos on a $30-50 dollar meal, usually they appreciate it.
I mean most Argentine I've seen, they never put any tip on the table.
 
Surprising issues surrounding cash and tips. If anyone can advise me on causes for low atm withdrawals, no tips on credit cards and other strange features, it would be appreciated. Am here for eight days to take dance classes and escape US politics
I also would like to know as to not contribute to inflation here. Are we tipping uber drivers cash? If so how much? I order para llevar alot do I tip who is helping me in cash? And how much? Is 10% still the standard? It seems closer to 15% now. However, i've tipped a server, cleaning women, and uber driver in cash 3000 pesos each. They do seem pleased.
But one uber driver out right declined cash when I offered it to him. But I think he thought I was trying to pay for the ride in cash not tip him.

You don't need to tip taxi drivers or Uber or remis drivers. I only tip when I have to travel and Ï carry luggage that I expect the driver to handle. Although they may appreciate a tip, it is not expected. If you pay with cash you may round up the amount if you wish.

Fancy steakhouse are expected to br tipped, at your choice of the amount, I do it 10%. To a regular restaurant, 1K-2K pesos per person, or you don't have to tip like all other Argentine, it's optional.
