A friend of mine is a personal trainer and he's getting some handmade this week. They aren't rubber-coated, but I can see if that is possible. Is that a strict requirement?
A friend is one of the leading kettlebell guys in the city, internationally certified and runs classes and events throughout the year. He sells kettlebells - I'm not sure if they have rubber, but you should definitely contact him and ask. Here are his websites: http://www.centrosanti.com.ar/kettlebell and http://www.kettlebell.com.ar/
Coto and jumbo both have the small rubber coated kettle bells in their " sporting goods " section. Not a very good selection and most of their weights are light. Good place to start though.

Not sure how heavy you're looking for but we saw 2-3KG tonight at the Hiper Coto next to Abasto.
