You may all be interested to know this - I just got an email that there would no longer be foreign transaction fees on the British Airways Visa Signature credit card from Chase. Doesn't help much with the ATM situation but it is nice to know.

You can take $1000 pesos per transaction, and as many transactions as your own card issuer will allow up to your limit (with no $16 peso withdrawal fee from Banelco) from standalone Banelco machines such as those in malls, or even inside Santander Rio and Banco Comafi. There must be many more places but these are the ones I know and use regularly. This should help you avoid and limit your fees. I don't pay any at all by my bank or the machines here.
