There is a cycle path alongside much of the route of the tren de la costa. This won't get you all the way, but might be a start

on or off road route? The coastanera is pretty easy to follow (once out off Retiro) I reccommend heading towards Parque de los niños and follow it until you run out of rideable space, head back onto libertador briefly then hang a right just before the texmex train station and from there you can pretty much follow the river and train tracks all the way there.
