That 8% difference is enough to want to still bring dollars in by cueva or other means instead of going to the ATM, at least for me. Particularly because when there was no cepo and currency rates were so close between black market and official price, I was paying between 1% and 2% (for example) to get large chunks of cash down here via cueva. An 8% loss can be a lot of money, particularly when you add transaction fees. My bank has low ATM fees - though I don't have a Schwab account - and it's worth it to use the ATM when the price difference is around 3-4% maybe, but 8% not so much.
Still, it is a much better deal than currently available. I could see bringing down the bulk of my monthly expenses via cueva and returning to taking cash out of the ATMs at times for smaller, one-off things.
Either way, bring the inflation down to single digits and stabilize things economically and with imports/exports and we all benefit - Argentinos and expats alike. If things work according to Macri's plan.
