Mailing address format

My family back in the states is trying to send us a package, but the first time they tried to send it, the package was returned to them because UPS claimed that it was not a real address in the city.

Can anyone explain to me the correct format for writing out the address to make sure that we get the package?

I am curious as to know why it couldn't be delivered. Maybe was it unclaimed ?
 
They said our address wasn't real. But when my mother received it back, it had been torn into, so it seems to me that someone was looking to steal something valuable and when he didn't find anything, they sent it back knowing that they couldn't deliver it that way.
 
Was it sent registered or just regular (without any XX1234567US number) ?

If it was sent regular, the postman would have simply thrown the package into a garbage.
 
You can check your correct address through a website similar to anywho.com. The name of the website down here is telexplorer.com.ar. If not, google teleinfo.com.ar and it will run you into telexplorer, with the reverse look up feature.
