Took me time to re-read to understand. The writer does not explain in simple enough terms for me to immediately comprehend. Plus they are giving too much credit to Milei, the theorist, when we know it is really Caputo implementing his ideas.

Sounds like they trust the markets to not panic. Less intervention.
