Moving and confused!

In general, "if in doubt, apostille it." It's so much easier to do while you're in the US. The FBI report has to be apostilled by the US dept of state.. instructions here:

For your other documents (birth certificate and marriage certificate), they come from the State so you'll go to the Secretary of State of the state that issued them.

The other stuff you've mostly got figured out, and you'll have time to figure it out while you're here.
Thank you for the recommendation. I used MonumentVisa service and they were great. I emailed them the copy of my FBI clearance, the same pdf the FBI sent me. I sent it to them on the weekend and received a response on Monday (which went to my junk mail). The document was ready on Thursday and sent to me with a tracking number. I had them mail it to California to a family member because they were also mailing me some other documents, so I don't know how much they would've charged for international shipping. The whole thing cost $55 and their customer service was great.
