New life in BA

I am currently living in Hong Kong and am looking into the possibility of moving to Buenos Aires in the future. I was just wondering about a few things;

1) What is the best website to browse available jobs online?
2) Is the cost of living acceptable? i.e will I have to break the bank to enjoy myself every weekend?
3) Is learning Spanish prior to arriving in BA essential?

2) Depends on what you think is acceptable. If you compare it to Hong Kong it's probally pretty cheap
Again depends on what you want to in the weekend
3) Not essiental but advisable
