Open a USA bank account from Buenos Aires

Yes, go to any online bank. Ally, CIT Bank, HSBC Direct, Marcus, etc. I have opened tons of banks from bsas.
 
Some banks will go through a verification process that might include sending a message that CANNOT be sent outside the U.S. And some banks will do it by e-mail. If they do it by phone (not Skype) try another bank. Might be hit or miss.
 
Schwab is great for travelers and you can open an account online. Gotta open a brokerage and then a checking, but there's no minimum balance on the brokerage account. Zero foreign transaction fees, all atm fees reimbursed, and fraud protection on the debit card.

For Schwab - yes, you need to be a US citizen with a residential US address (not a mailbox or mail-forwarging company).
I think most online banks don't open accounts for people without a residential US mailing address either.

As to bank recommendations, Capital One 360 checking. Debit card does not have a foreign transaction fee. No ATM fees reimbursements, though.
