Argentina is a serial defaulter. Multi defaults. The military portion of said debt is very small. Menim on the other hand ran the debt up big time [and sold off the assets of the country at bargain basement prices]. Much of it going in his pockets and those of Calvalo. Menim has gotten tagged repeatedly on all kinds of revenge charges. Whereas his pal Cal was rewarded with a nice job at Harvard.
Keep in mind that the judge in this case has been repeatedly insulted by Ms K. and Mr K really pissed off the rest of the world. Power never forgets.

Total accumulated external debt during the military regime was $37.3bn dollars ($82.40bn at today's value by CPI), mostly spent on weapons. On top of that, add crippling interest payments on this amount during the high interest years of the 80s, and then explain how that is a "very small" portion of the $92bn defaulted on.

Argentina's debt problems started with the dictatorship, who took borrowings from manageable (less than annual growth) levels to extraordinary levels, like in most of South America. Menem is undoubtedly a criminal and a thief who did enormous damage to the country, but he's a more garden variety criminal -- at least he was democratically elected.
