Permanent residency - how do they determine when you have hit the required minimum of temporary residency?

Hi, I'm a non-MERCOSUR person and I am planning on applying for permanent residency this year, as I am about to complete my third consecutive year of temporary residency. My three-year anniversary of entering the country is in early March, and I'm not sure if the requirement to have had three years of temporary residency means I would only be able to begin the permanent residency process on or after the three-year anniversary of actually arriving here. My understanding is that you have to have had formal temporary residency status for three years, so they count from the date you first received that status.

You can request the cambio de categoria from temporary residency to permanent residency on what would be the third renewal of your residency (for a fourth year). You will have to meet all of the requirements for temporary residency that apply at the time.

I'm going through this process right now - my third year was determined by the date I received my first temporary residency, NOT the date that I arrived here.
 
The date is on your dni...my attorney started the process 1 months before that date...I suggest you do not wait until after that date. You just need a precaria issued before that expiration date...

Is a precaria automatically given? I have a three-year temporary visa and would love to avoid applying for another one just so I can be legal in the country when I apply for my permanent residency. Will likely apply for it two/three months before my temporary visa expires.

3 years is the limit for temporary residency...after that you MUST apply for permanent residency. Just like your temporary residency a precaria is issued after you apply for permanent residency. It is not guaranteed that you get a precaria but, if the bare minimum of paperwork is in order you usually get the precaria. Aprecaria is good for only 3 months and it can be renewed for 3 months at a time if needed. And yes, apply a couple of months before your temporary expires as I did.
My opinion:USE AN ATTORNEY that knows what they are doing and has a relationship with immigration.
My 3 years ended in October and I use an attorney. I got a precaria immediately at the immigration office when I was with my attorney, before I left the office! It had to be renewed for an additional 3 months as they are slow now...I am applying for permanent residency too.

Thanks. That what I was thinking as well. The consulate in my country gave some weird advice that left me feeling a little confused... But I am glad to hear this.

Yes, after three years of temporary residency for non-Mercosur people (i.e. us), not including any time spent on a precaria, you have to apply for permanent residency. I spent 9 months initially on a precaria (back in 2018), before getting temporary residency, which didn't count towards permanent residency, so I was actually in-country almost 4 years before I was able to get it.

I wouldn't contract a lawyer for what should be a semi-automatic procedure, if anything, a "gestor" would be sufficient. I thought the lawyers fees for this step were excessive, and a gestor is not just less expensive, but also much more likely to have a good relationship with the people at migraciones.
