First, I assume you are talking about Internet Explorer and not Windows Explorer (which is a file manager and not a browser)

Second, Internet Explorer 8, 9 and 10 reached end of life on January 12, 2016. Why are you trying to use a browser you should not use anymore and complaining it does not work? (I am assuming you are not using Internet Explorer 11, which is still supported, but has also been replaced by Microsoft Edge)
