Rentista visa application outside Argentina

Hi guys, did anyone apply recently to Rentista from inside Argentina, the immigration no longer accepts the conversion of tourist visas to Rentista inside Argentina, so did anyone face the same issue and apply from their home country's embassy?
 
I have only known people who have applied for rentista from inside the country. Where are you seeing that Migraciones no longer accepts applications from inside the country?
 
I knew this from immigration lawyer and a friend experience it's a new law that was passed on may/June this year

The new law is that if you require a tourist visa to come to Argentina, you cannot enter as a tourist and then change your status. You'd need to get the proper visa (student, rentista etc) in your home country first via the embassy. (for example people from India, Africa etc)

If you are visa free to Argentina, then nothing has changed. You can still come as a tourist, and then adjust status to a student or rentista etc later after you arrive. (USA, Canada, European countries etc)
