Friends, is there any mechanism for expats who applied for temporary residency prior to March 2020 but didnt get temporary residency completed before Migraciones shut down due to the first DNU to have that time applied toward permanent residency?

What happened with you temp residence application? Did it ultimately get approved?

Yes it did, effective Feb 22, 2021
Generally, Migraciones will count the time toward permanent residency eligibility from the date of radicacion that shows up on your disposicion. For non-Mercosur that's 3 years (I think you can submit the application 2 months before reaching 3 years). So that means you can apply for permanent residence after Dec 24, 2023.
If you want to fight with Migraciones to recognize your time spent under the precaria toward the permanente you need to talk to an immigrations lawyer to see if anything can be done. But as I said Migraciones wouldn't consider that time, generally.

The DNUs for Covid, basically extended the residencies that had already been approved and were due to expire while the DNUs were being issued, including precarias for pending applications. But you were not temp resident until Fen 2021 when your application was approved.
